A teacher has a Google doc where she keeps notes regarding a student's behavior as well as a log of the dates and content of her communication with the student's parents. She refers to these notes while speaking at a team meeting.

Are the teacher's notes part of the student's record?

No. As long as the notes are in the sole possession of the teacher and not shared with anyone else, the document is not part of the student's record. However, if the teacher shared a copy of those notes or granted someone else access to the Google doc, they would then become part of the student's record and subject to review by a parent.
